How to upload a new APK for review?

We have received feedback on our APK but it is still in "Testing" state. The management dashboard shows the note: "You could update the package at any time by click the update button at the bottom of View page." I can't find this option in the dashboard.

Could you please provide a screenshot of where you saw this note: You could update the package at any time by click the update button at the bottom of View page.?

Sorry for the inconvenience but you can't update your package when it is in Testing state. Please feel free to ask if your have further questions.

Looks like the whole dashboard front end changed today. It looked like this yesterday:

We have already received review feedback but the status is still "In Review".
